What support can the Center provide to a victim?

The Center provides information about appropriate methods and procedures to deal with an incident so as to help a victim, who may feel isolated, seek answers to her/his own questions. When the incident is reported and is in progress, the victim can be provided with information about medical and legal support as well.

Will my incident be kept confidential? I am afraid that I may get victimized for talking about my incident.

Every effort will be made to keep your personal information and conversation with us confidential. Rules concerning the Human Rights Center state that all materials that might reveal a victim’s identity shall not be disclosed without prior, informed consent of the victim or her/his representative.

How can I access to resources for prevention of sexual harassment?

Literature resources are available for reading at the Human Rights Center office. You also have an online access to brochures and booklets we have published at our website. Hard copies of our brochures are also available for collection at the lobby of our office on the third floor of Woojungwon (Building 153).

If result of an investigation concludes that wrongdoing has occurred, what actions can be taken against the wrongdoer?

First of all, the Center may require the wrongdoer to issue a formal apology to the victim and to receive relevant prevention education. Upon the Inquiry Committee’s decision, the Director of the Center may also request the university to take disciplinary actions against the wrongdoer. If the wrongdoer is a student, for example, such actions might include probation, definite or indefinite suspension, and expulsion.

Can I report a case even if only either a victim or a respondent is affiliated to SNU?

Article 3 (Scope of Application) of the Human Rights Center Regulation states that “this applies to every SNU member, and also applies where only either a victim or a respondent is a member.”

When a victim does not report the case, would there be anything that the Center can do?

In accordance with Article 13, Paragraph 2 of the SNU Human Rights Center Regulation, the Center might initiate an ex officio investigation even if a report was not filed, when there is a highly convincing evidence that a serious human rights abuse has been committed.

What do you mean by complaints?

complaint generally refers to a general inquiry about administrative affairs or a request for a particular action to an administrative body. Therefore, a complaint at SNU can be used as an umbrella term for an opinion, a suggestion, and a request concerning the administration of the university. Examples of complaints can include queries and request about academic matters, food, heath services, library, and university accommodation. For such queries and requests, you might want to directly speak to relevant institute or college at SNU.

What are the complaints that you can file to the SNU Human Rights Center?

Not all complaints can be dealt with by the Human Rights Center. Complaints that can be filed to the Center include:

* illegal or unjust actions of the university which infringes your right and/or causes you unreasonable inconvenience or burden;

* when you have not received an appropriate response to your complaint due to unclear standards and procedures, or undue delay in processing the matter;

* administrative system which infringes your rights and/or causes you unreasonable inconvenience or burden;

* conflicts between SNU members.

In short, you can file a complaint to the Human Rights Center when an action or non-action of the university infringes your rights or interest and/or causes you unreasonable inconvenience or burden.

What actions can the Center take for such complaints?

In processing a complaint, the Center can take actions such as:

Recommendation for Rectification: If an investigation of the complaint finds that an action or non-action of the university is illegal and/or unjust, the Director of the Center could make a recommendation for rectification to the agency or department concerned.

Submission of Concerned Opinions : If an investigation of the complaint finds that an action or non-action of the university is neither illegal nor unjust but the complainant’s claim has a reasonable ground, the Director of the Center could submit concerned opinions on the matter to the agency or department involved.
